This isn't about me doing a better cover then you, this is about you doing a cover that'll get noticed. Here's what I want you to do: sit down, start brainstorming, put all of your ideas down on paper, analyze the list you got and then throw it away and pay someone else to do the cover. Hope that helps!

I respect anyone who actually publishes and distributes (even semi successfully) anything in print. Anyone can put up a website, but getting a magazine to press and put on the stands is a whole different challenge.

I think Maarf has a point, and if he did that Kanye sig he clearly has skills. If you have the funding to go to press, it may be worth it to hire someone like him to do the best cover you can get. I recently came upon a Pacific Islander/Asian American ezine called DND. It had better design than a lot of print mags. Here's a sample from it:
